I dont exactly know why it got changed, but now the papal states are a "Country" and Vatican City is a issuer of that “Country”.
That seems kinda off.
I have to say that putting both together makes sence (and i even prefer it to before, where they where part of “Italian states”) , but can we do it the other way around? Vatican City should be the county (mainly because it still exists) and the Papal States should be an issuer of the Vatican.
The Papal states are kind of a predecessor of the Vatican. But so is Austria Habsburg to Austria. And Habsburg is also just an issuer of Austria. Same with the USSR and Russia.
Just seems logical to me to make it the other way around.
