This links Ma-shops indicates that is an issue from Prisoner of War camp (Private POW Camp WW1 azotic-factory)
I have not found any reference of forced labor and prison camp during WWI in Waldshut.
The former Lonza factory in Waldshut existed from 1913 to 1990 and employed up to 1,600 people at its peak in the 1950s. Forced laborers were employed there during the Second World War (spring 1943 : 623, estimated total number : up to 800)
But it might also be a private issue from Lonza due to the lack of change money in the 20's
