It all depends on the issuer. Some are almost “dead” with zero requests whatsover and very little to enhance, some would require hour once a week, and some would ammount to full time job…
while I can spend a few hours during certain weeks, there are whole months at a time when I cannot. If there is no time constraint or can be agreed for certain tasks, I would be willing to give it a try.
On the other hand, I don't have a lot of knowledge, experience or catalogues but as you state that

I would also love to contribute by being a referee, but I only have specialized catalogues on Canada and the Canadian Provinces. I guess I could do some exonumia with only a few coins and no catalogues needed. I am normally available but rarely will be gone for a week or two on vacation.

It suffices that one of the dimensions of the image, width or height, be less than 360 for it to remain considered small. Warning: if it is cropped (when the coin does not touch the edges of the image) it may become too small again.
