Identification of what appear to be tokens (?)

Hi,

I came across a few items in a box of old coins which I am having a hard time identifying. They seem to belong in the exonumia category, so I hope someone here can help me.

They basically look like they are at three different stages of production:

Dimensions and weights are

2.12g, 2cm x 2.1 cm

1.70g, 1.9cm across

1.08g, 1.9cm diameter

Only lead I have is that they could be German.
