Imperial Bank of Persia - "second of exchange note" 1910

I came across this at one of the local coin stores. It looked like a bank bond from 1910. It is labeled as a  “second of exchange note” but I am not familiar with that phrase. When I looked it up I learned that exchange notes are similar to promissory notes but I don't know what the “second” means.

 

$10,367.90 sounds like a lot of money, especially for 1910. Does anyone recognize the names? is there an interesting historical event related to this?
