I found this coin:

Very similar to:

N#21969

 

But at left and right to number 4 there are this signs:

it is mint mark?

Weight is different: 2.1 grams

I think it's copper

Diameter 22 mm.

It is a known variety for this date:  1/4 Stüber 1759 Köln, Erzbistum | MA-Shops

There are a large number of German states coins with variations like that – either around the denomination, at the tops of one side or another, or in between words in the legend. They could be intentional differences (say to identify a particular die cutter) or they could be just what the die maker felt like including.
