I believe this is a token of some type. It looks like a eye loop hole has been cut off the top. Don't know much more than what the pictures show.

Diameter 23mm

I cant help you much other than to say it looks like this token is attempting to emulate this gold coin. Yes, much differs such as the obvious scalloped edge, weight, and diameter but there are enough similarites that this link may lead you in the right direction. This token even has the gold tone of the coin I believe it is attempting to emulate. Good luck with it.
