New issuer: Ptolemaic barbarous mints [solved]

I propose the addition of the following issuers:

1. Uncertain barbarous mint

parent: ptolemaic_kingdom_section

country: egypte,libye

*this follows the model of the Roman barbarous mints

An example of a coin here (Lorber, volume I part 2, page 81):

Maybe (Ptolemaic) needs to be added to distinguish from the Roman issuer.

2. Sicily, Ptolemaic

parent: ptolemaic_kingdom_section

country: italie

With this currency:

1 Litra = 12 Onkiai

3. ptolemaic_kingdom_section  should also be created and ptolemaic_kingdom moved there.
