This “state” lasted from June 1 - Dec. 12 of 1979. During this time period pattern/specimen/trial coins were produced for it by the SA Mint (designer/engraver was Lourens de Lange (LDL)). Complete sets may exist for the entire range of denominations (i.e. the reverse of the 1 and 2 cents in this set depicts a laurel wreath, the 5 cents depicts a Rhodesian Parrot Bird, the 10 cents depicts a dessert tree, the 20 cents depicts a Disa flower, the 50 cents depicts the Victoria Falls and the 1 dollar coin depicts ruins) and one was sold by Christie's in 2001. More recently, I added one of only four 1980 1 cent patterns (see photos) to my collection and there are supposedly up to six 50 cent patterns (see link). It would seem that this “country/state” should have its own listing perhaps as a subgroup of Zimbabwe (which chose to go with the Royal Mint after the election).

Zimbabwe has had its own mint - located near Bulawayo.
The Zimbabwean Mint struck coins from 2001 to 2003 before being closed.
The Bond Coins of 2014, 2016, 2017, & 2018 were struck in South Africa.

I'm not sure what you mean? The sovereign state of Zimbabwe-Rhodesia existed before the sovereign state of Zimbabwe. They are two different countries that occupied the same land. They had two different governments, two different flags and had coinage produced by two different mints. Numista has lots of examples of similar situations and they are usually identified as a subgroup “under” the main or current name of the country. Thanks for that. If anything - and I'm not suggesting this - they would go into the previous Rhodesia grouping. Is there a technical reason why the independent state of “Zimbabwe - Rhodesia” cannot appear as a separate group under the overall Zimbabwe heading?

Zimbabwe-Rhodesia was never recognised as an independent state - & anyway, there was a Governor in place from December 1979 to April 1980.
Therefore, Zimbabwe-Rhodesia belongs under ‘Rhodesia’, which was recognised as a British colony right up until its independence as Zimbabwe.
“Sovereign State of" but I digress. From a numismatic point of view - not a political one - new coins were ordered “by the regime” from the South African mint. This alone, again “numismatically” should determine that a separate listing is required. As a reminder, I'll post the NGC label for my 1980 cent from the SA mint.
Again “numismatically” they exist as a separate entity. I don't give a care about how you list them "politically".
