I have a redwood national state park token I can't find what it's made of looks to be silver and has 97 on the rarity index

They aren't especially rare in general, but it looks like they don't make this particular one any more.

I'd say value is between $3-10 dollars.

You can make a gravimetric density test to get an approximate idea about the material used unless you want to make a destructive test.
