Queen Elizabeth II is NOT Dominica's head of state - as Dominica became an independent republic in 1978.

 

Only the 1970 4 Dollars belongs under her listing.

The country uses the title “Commonwealth of Dominica” and is, as you say, a republic.

The Bahamas also has ‘Commonwealth of’ in its name as well - but The Bahamas is actually an independent Dominion since 1973 with Queen Elizabeth II as head of state, but viceregally represented by the Governor-General of The Bahamas.
