Token with wreath and hole South African

This token is simmilar to the 4461 coin mentioned elswhere on Numista. 

It is said to be a South African coin. I looked high and low and I cannot find any information on this one.

Outside diameted 20mm

Inside diameter 8mm

 

Any help and value will be appreciated.
