Difference between Papal States Roman Senate (1184-1439) and (1414-1417)? [solved]

Hi,

 

in the Papal states, there are the ruling authorities Roman Senate (1184-1439) and Roman Senate (1414-1417). They already link to the same coin(s), because both are the Roman Senate. But the second one is already included in the first timeframe. So what is the difference between these two?
