Looks like enamel. Could you post a reverse pic please - sometimes there is a maker's mark on the reverse. also, what height is it?

Is the reverse side blank?
My initial guess: badge of a catholic (lay, secular) congregation.

I don't know to be honest.
My grandmother finds things like this in her backyard during dardening.
I would say it was rather soldered to something as I see the surface.
