Oh I disagree there!
ceh2019 has done a great job on the sections on banknotes of Ireland. It's well up to scratch.
I have my hands full bringing Finland up to spec - lots done, much to do - Michael Palin's Finland song is coming to mind now…!

You should be a referee, then you can place the notes dated from 1928 to 2001 in their correct sections - including those issued from 1937 to early 1949 under ‘King George VI (1936-49)’.

Let me get this straight, you want to replace the referee for Ireland, so he can implement a catalog change that has already been rejected several times? This sounds like something that gentleman from Cyprus would demand.
Also, you can referee countries that you don't live in. As an example, I have never set foot in Central America (though I would very much love to).
What are you expecting from someone who probably kisses the picture of the queen he has under his pillow every night?

This is not the right approach. Actually, Hibernia asked me if he could help with Irish COINS, unrelated to your posts. And while every bit of help from knowledgeable people is highly welcome, he withdrew his application, so he would not have to deal with such shenanigans.
