This is what it says:

Travel Bread card.

(It's given to arriving foreigners at the border to the country)

It is valid in the whole country to buy bread (not flour)

The card cannot be given to someone else

Only the seller are allowed to detach a coupon

Single coupons are not good to buy with

These are coupons for 65 grams of soft bread or 40 grams of dry bread (I assume it means Crispbread).

The red text on the first three coupons says Wheat. So no rye bread, perhaps?

These are coupons for 250 grams of potato.

 

It says:

Valid for the entire consumption year 1918-1919 i the whole country in conenction with eating a meal at a restaurant, food service, market and suchlike, asa shopping card for potatos.

Each coupon entitles a purchase of 250 grams potatos, cut coupon may not me used. Single coupon is not valid.

 

On the back the coupon holder will write their name and address.

I did not realise that there was rationing during the 1st world war in Europe and how widespread it was. All we tend to hear about is the rationing during the 2nd world war. 

I did manage to find a excerpt from an American reporter who was going around Europe towards the end of ww1, reporting on how food shortages was affecting the population in mainly the Scandinavian countries and ration books were mentioned in that.

You don't even learn about your sea-blockade? If you were American I would have understood but a Brit. 

There is a reason the second WW head so many submarines.

I did know about the sea blockade and that it was primarily organised by the British government to stop food and goods to go by one means or an other to Germany. It is something that is not taught in schools and not spoken about generally. I am actually Dutch, but been living in the UK for45 years, there are a lot of things that the UK population is not aware of that happened during the 1st or 2nd ww. All they are concerned about is that they won both the wars and not the consequences during or after.
