Are categories I J K L not eligible for the finals?

I and J are mentioned in the rules as being in the final round not K and L, but I believe all four were left out to allow for a exponent of 2 to make the bracket easier to handle. 8→4→2→1

I got the blessing from apuking to add a little graphical spice to this years MPCC.
