Definitely Belgium.  Looks to be Occupation coinage from WWI.  Should be made of zinc.

It's more than likely one of these three:

Belgium 1915 zinc coins

I would think a density test would easily tell between a plated or solid gold coin.   Is that accurate?

Are you by chance replying to the “Emperador Maximiliano” coin thread? This coin isn't purported to be either plated or solid gold.

For the former, those coins are under 0.5g, so it's very difficult to do a density test on them. But possible if one has a precise enough (milligram) scale and lots of patience. Probably easier since he has a bunch of them though. Based on the low relief I have a feeling those are plated.
