Do you notice the part on top of the coin? Does this make it more valuable or less?

 Someone soldered a loop on top of a coin, to make it into a necklace, which then has broken.

I guess it is worse to have a coin with something welded  on it than the normal coin.

I can't say for certain but It appears to me that this piece may still have a bezel attached to it. What is it's diameter, weight, and what does the edge look like?

That looks like someone put a mount on it for a necklace. It would definitely reduce the value.
