Why can't I find FSM in the list of issuers, or find a coin from there. I though that maybe they didn't exist after struggling to find one but a Google search suggests that at least one does, here's a website with a photo of one: http://chiefacoins.com/Database/Micro-Nations/Micronesia.htm
Am I missing something?

It has a face value of ‘$1’ but Micronesia is using the US Dollar, they have no other currency and they definitely can't issue US dollars.

Palau and the Marshall Islands also use the USD and issue commerative coins. Micronesia simply hasn't, so any existing coins were minted without their consent.

Thank you for finally explaining the difference in status between Palau and the Marshall Islands and Micronesia. I might have missed it before, but this is the best explanation why Micronesian coins are listed as exonumia and those of Palau and MI are listed as coins.
