Maybe I'm completely mistaken, but isn't ١٩ the number 19 in Arabic/Persian/Farsi? And wouldn't that make these 20th century coins, not 19th century? The example coin is ١٩٢٣, or 1923.
The dates listed on that Numista page are inappropriate. The dates on coins are VS dates, the dates in Numista are the corresponding AD dates. The first displayed year should be VS1909 with a translation to AD, the last should be AH 1927 (all according to Krause).
According to Krause the origin of VS dates is 18 October 58 BC.

VS starts in 57 and this coin is listed starting with 1906 (1849).
