A friend of mine recently found this banknote. It appears to be similar to the ones made by (I believe) Atlanta AdGraphics. It clearly is one of the Santa Claus ones, made purely for advertisement. However, there's a phone number at the bottom right corner, an e-mail address and the text is slightly different too. Instead of "This note is non-negotiable" it reads "This instrubment is non-negotiable".
If anyone can tell me if it just has a regular value of about a dollar or more, I'd really appreciate the help.
