It looks like it's a promotional token from a bar called Chatters in Dunedin, FL (near Tampa) that operated in the late 80s/early 90s. Based on their brief presence in local newspapers and the fact that location seems to now be occupied by apartments that don't look very new, Chatters did not last very long.
