I tried to read the legend without succes. I think is double hammered. Too many owl heads for me🤣. .
What is the diameter?

There are many with thar shild (coat of arms )and patriarhal cross, but not like this.
I wonder if it is a contemporary counterfeit with blundered legends.

"Contemporary" = made at same time as the authentic coin (not modern).

Also, I agree that the cross side may have been double struck (or struck over some other coin). For what it's worth. I am seeing this lettering from 12:00 in ZacUK's photo of the cross side:
