It's a Chinese 10 yuan public bond issued by the Shandong(Shantung) Province in 1926. The translation is as follows.

Obverse:
Shandong Treasury Reorganization Public Bond, the 7th bond coupon.

From the 31st of August, Chinese Republic year 22 (1933), the coupon is exchangeable for 80 cents in silver as interest at the Shandong Treasury Public Bond Ministry according to the public bond regulations.
