I see no problem in separating the two coins, except that there are more than 400 members with both coins.
As referee I cannot date (or type) line when someone owns the coin.
As a matter of fact the Portuguese Catalogue Alberto Gomes, 2021) has different references:

1972 -- R 11.01

Can't you just pass to the boss? We don't want new km#, just a split up from having a km16 into km16.1 and km16.2! All owners will stay as is!

50 Cts 1971: 22.5 mm, 4.5 g
I would prefer those because the the weight and diameter of coins always have some little deviation from the standard. The measured values may be exact if your scale is good but the average values (that should be mentioned in the catalog) may differ a bit from the values of single coins. I think the Schön values are well researched AND they fit well to your measured values. Just my opinion.

For the 1962 I kept it as 20mm, 3.95g (as per SCWC).
For the 1971 I'll switch to 22.5mm, 4.5g on the page submission.
The average values are not shown in numista, normally it's the foreseen measurements of the coins (specifications from the state to their mint producing facilities), which in the minted end product might be correct as foreseen, but quite a lot of times the goal is never achieved.... then what? Anyway it's not worth a long discussion, but quite often you find unc coins with a 1% less mass as foreseen.
