It is done by how many people on numista own that coin for example 97 is one person owns it 94 2 people and so on with less and less subtraction ( I also can't remember how much for other numbers). However, even though you might have a coin that has a high numista rarity it does not mean it is rare for example a roman coin might have a high number but its not always rare because there were many varieties and also at least I would guess half or more of roman coins are still in the ground.
Just search the forum at the top right search bar were 'coins' is the standard for 'numista rarity index' and you will find an exhausting amount of threads with all the necessary information.
