Queen Elizabeth II should NOT be included as a ruling authority for Samoa's coin listings - as Samoa is classed as a republic since 2007, when Malietoa Tanumafili II died.
Samoa is a republic and the head of state is elected for a period of 5 years . So Tui Atua Tupua Tamasese Efi and Tuimalealiifano Va'aletoa Sualauvi II also should NOT be included as a ruling authority, we don't add American presidents as ruling authorities either.
I would make an exception for Tanumafili II since he was appointed for life.

Currently, there is a proposal in the local Parliament to have Heads of State appointed for life & for succession to come from the 4 paramount chiefly families.
If adopted, it would turn Samoa into an elective monarchy almost like in Malaysia (whose Kings are appointed for 5 years by & from among the native monarchs) instead of a republic.
