Why would they plate this and make a necklace out of it?

To make it pretty I guess. Plus a holding loop was added around it to make it into a pendant.
Also a token made from nickel like that would not sell for as much as one with gold and silver on it.

created in 1893 to pay tribute to those who went War of the Horde The total production amount was 500 coins and it was finished and ready to be delivered to Siam in 1894. Hanging with a black ribbon with a yellow rim, 2.5 cm wide. including "1239" (1877), "1247" (1885) and "1249" (1887), used to decorate the left breast
the original medallions were not painted. Some creative artist has defiled an antique artifact. Very sad!

Edit: too bad the original ribbon is gone
