Question 1: What alliance of sheikdoms officially issued stamps even though there was not a post office in any of the sheikdoms?

Question 2: What Portuguese controlled territory had about 20,000 total stamps printed from 4 design types but has only 5 examples known used on letters?

For #1 my initial guess is Upper Yafa.
It issued stamps in 1967 even with the capital not having any postal services.

Working on #2, but as the portuguese colonial empire is small compared to the french and british, options are few.
But if you are talking to an area still controlled by Portugal, the remaining options are only Azores and Madeira.

Edit: Found Quionga, a small area in now Mozambique, made only 4 stamps in 1916. They actually share the same design (Portuguese King Carlos I), but in 4 different denominations (half cent, one cent, two and half cent and five cent).

Edit 2: There is also Nyassa Company, that controlled parts of northern Mozambique (Cabo Delgado and Niassa). Only a fraction was actually used for postage, and most of them have one of the same 4 design types (but with color differences and sometimes an overprint): giraffe, dromedary, zebra and flagship.

Giobruno wins! Questions must have been easier than I thought. Upper Yafa stamps were possibly able to get into postal streams of neighboring countries. And the spelling for number 2 that I use is Kionga.

To be honest, I got lucky on #1.
Actually I was checking if any minor issuer fits your hint, it just happened that Upper Yafa was the first one I checked due to alphabetical order (I set the list to portuguese, and on portuguese Upper Yafa is Alto Yafa, so my answer was already in the letter A).

For #2, as I said yesterday, there weren't much places to look on. As soon as I found out about the Mozambican provincial issues, I knew I was getting close.
