My second guess would be The Treaty of Portsmouth 1905 which gave the southern half of Sakhalin islands from Russia to Japan. The United States was the mediator at the conference.
Cyprus was the one who issued a 3 set Rotary International stamps but only sold 2 set.
The way I see it is they issued a 3 stamps set and one of them was cancelled, like a FDC or something. I don't think he's asking how many were sold. Also I got my stamps in the mail today mate, thank you!

About 40 hours left until I have to declare a winner. There is still time for anyone to search out the answer to the second question. There is a strategy that could be used and guarantee a correct answer. Surely someone can think of it but I can't give any more hints.

It's Belize. On March 1980, the 3 set stamps were only for sale for 2 hours and yet. Only 2 of them were sold.
Nowadays, their value is around 1200$ if you can find one - according to a collector.
Subha, sorry, but the Belize stamp was not officially issued due to a map that was considered incorrect. Good try but the country I am looking for sold the stamp set of 3 officially. It was one stamp of the set that could only be bought used. If any of the Belize stamps were accidentally sold, they were unused.
