theres is a year line with 2003 and a year line with "?", is this correct? What this year line means? I see a frequency of 33% of the owners of this coin have marked this year line with "?", can somebody explain that?

What that often means is there was another date line (selected by a bunch of people) which are later determine to be bogus. The line could have specified a year or variety that doesn't exist or a variation determined to be post-mint damage.
The bogus line was changed to "?". It will be changed if someone provides evidence another significant variation exits or removed if everyone removes ownership.

Hi, thanks for your answers. I think something similar to what Ole says must have happened, so I don't think there is any variant in this case. I think that some referee or administrator should pass all the users who have marked the line of "?" to 2003 (or ND 2003) and delete the line of the year "?", don't you think?

Well, I suppose that once the comments have been made by some Numista users and seen by other users, this topic will be forgotten like many others that require actions by a referee or member of Numista ... thanks for your feedback answers.
I take this moment to thank all that this website offers us and the people who make all of this possible (users who do a fantastic job adding coins or varieties and banknotes to the catalog, referees without whose priceless effort make all this a wonderful reality, etc.), But, having said that, it seems obvious that something is not being done quite well, since there are countless things that remain pending in a limbo from which it is difficult to get out.

No, the coin is "dated" 2003, but is still a ND, so in the Gregorian year 2003 is very well and ND (2003) or 2003 (ND) as well.
I hate the ND as well, so if we canput a year and have that in the Gregorian year, it's good enough for me. What I hate even more is some Indian coins with a year on them, and then they are getting the Gregorian year of their emission (put into circulation) date, which is nowhere on the coin!
