Adding Ober-Ost as issuer

I have stumbled upon all of the occupational money of Ober-Ost listed under Germany.
As examples:

I feel like that doesn't depict correctly where they were used.
The Ostmark and Ostrubel were issued by specifically the military occupation government, and were not used in Germany proper.
It might be true that Ostmark had an exchange rate of 1:1 to Papiermark, and that Ostrubel was 2:1 with Ostmark, but the regions they were issued to were not part of German Empire (officially, there were plans to integrate them, but that is another topic).

Ostrubel was issued in 1916, because of the lack of Russian rubles in the area. It was used in region of Government General of Warsaw and Ober-Ost (region encompassing area from Estonia to Lithuania, including some parts of current north-east Poland and Belarus), and was replaced by Polish marka in Poland not long after.

Ostmark was issued for used in specifically Ober-Ost territory only, and as listed above it's convertion rate was 1 Ostmark for 2 Ostrubel.

They were both continued to be used by independent Baltic countries, until they had devised and released their own national currencies.

Correct me if I am wrong, but I have read somewhere that Ostrubel coins were listed under Lithuania and not German Empire as well.

So that is why I would suggest adding Ober-Ost as a separate entity, I would say under German Empire as it was the occupational government, and not just mix it in with other Papiermarks and Local Banknotes.
