The first colonel of the Central African army was Jean Bedel Bokassa the future emperor of the Central African Empire. Initially I thought you mean a pirate radio but you said official....so just half an answser from me :)

The second answer is a guess, the radio station was the “Voice of Peace” broadcasting from the Dutch cargo vessel MV Peace (formally MV Cito). So, if you want the initials, would that be VOP?

Congratulations, Newtony! Your answer is short and to the point and correct. I thought the SPLAJBC would take longer. (Socialist People's Libyan Arab Jamahiriya Broadcasting Corporation on air in English and other languages from 1978 in Tripoli harbor from ship renamed El Fatah from Mebo II).
