Two-part question: What country manages the first burial site of Emperor Napoleon I? In what city is the administrative officer of the burial site based?

Will
1) The impressive tomb of Napoleon the first under the dome of the Invalides in Paris erased the memory of his first tomb.
Napoleon Bonaparte had his first grave, thousands of miles away. When the former French emperor died on May 5, 1821 in St. Helena where he lived in exile, he was buried there.

2) Philip Edward Rushbrook is the current Governor of Saint Helena, Ascension and Tristan da Cunha.
He was inaugurated on the 11th of May 2019 and became the 66th Governor of Saint Helena and the 69th of Saint Helena, Ascension and Tristan da Cunha.
The governor is based in Saint Helena and currently resides in the Plantation House, a historic residence for Saint Helena.
His residence is in the Saint Paul's district in the center of the island 3.6 km south of the capital Jamestown.

1) la douce france pf course .... no brits involved ;-)

2) I do think the grave site is French property and as such managed by the consulate in Cape Town ... so here I go for Cape town ...:°

edit: I hope my first answer is English enough ;)

We have a winner! BramVB has answered both parts correctly. France bought the French Domains in Saint Helena from the British and controls 3 small areas, including the Valley of the Tomb. And it is managed from the French consulate in Cape Town.

Watch for the second giveaway! I'm not sure when I will start it.

Not only the Yemen Arab Republic but also the Kingdom of Yemen (losing the civil war at the time) commemorated Napoleon. As really poor Arab governments, the officials were made to drool when philatelic agents proposed the stamps, taking a large cut of any income themselves. Much of the world honored Napoleon philatelically in 1969, including the individual states of the Trucial States, prior to exploitation of oil and formation of the United Arab Emirates and an economic boom. Their economies in the 1960s were heavily reliant on philatelic sales and they were derisively known as the sand dune countries. Watch for more Napoleon stamps to be included in the giveaway. Really, I looked through the worldwide stamps remaining and there are some great items, old and new, beautiful and not.

Most likely to raise revenue for the country as many countries do. Napoleon is a popular topic so if you can fleece a few collectors, why not?
