Duplicated issuing authority with different list of ruling authority [solved]

Hello, was adding new coins for Ukraine today and mentioned there are 2 issuing authorities Ukraine



with different amount of ruling authorities.





Also for Ukraine with 5 items in Ruling authority dropdown currency is empty.



Should we merge those two into one? Or keep one with 5 items (remove one with 4 items) and fix list of currencies for it. Thnks.
