For
this medal the date is not converted in Gregorian, the rest look fine to me, so why the date isn't converted?

There is nothing "wrong" the creator of this page just didn't put ND 1993-1993 as it should have been.

In that case, the date can be entered as "1933" for the start date and an empty value for the end date.
