Please identify silver coin [solved]

My wife has a coin with attached hanger that she believes belonged to her grandmother or possibly great grandmother. She is interested in identifying it.
The smaller coin is a UK 3 Pence 1868 [Diameter: 16 mm]

The larger (I guess 31mm) coin looks Greek or Russian. Will see if I can find it.

I found similar ...

An Imperial Russian Medal of Zeal, Tsar Nicholas II silver medal.
Obverse features portrait of Emperor Nicholas II with the text
"By the kindness of God Nicholas II Emperor and sovereign of all the Russia".
On reverse there is palm and oak leaf half wreath next to text [on two lines].

The portrait is the same, as is the wreath - but it does not have two lines of lettering like yours.

I had a feeling it was a medal, as I could not see a denomination on it.

There are similar already on here - but not with the reverse lettering ...

The only lettering I could see was ИХЪ at the end of the second line on reverse.

Thank you very much ZacUK, my wife will be very pleased to have this information. I am impressed with the speed of solution, especially as it is not a coin.
