Isn't the map with more Europe (dotted) the 'new' and the one with single countries the 'old'?

Yes the map on the left is the new map and the map on the right is the old map.

I have got this mule coin in my collection.

The correct coin dated 2008 should have the new Map on the reverse.
The error mule also dated 2008 has the old Map on the reverse.
