"Ruling authority" filter - no options - bug

Hi,

I just can't figure out how I use the filter "Ruling authority" when searching for coins, e.g. "Polish-Lithuanian Commonwealth". It always has only 2 options in the drop-down - All and Undefined. When I select a country in Issuers drop-down and make a search and then revisit the filter "Ruling authority" - again, the same 2 options. What is the purpose of the filter then? Or how are you supposed to sue it in the correct way?

Is it a bug?

For some issuers like Polish-Lithuanian Commonwealth, Numista doesn't have any data about the ruling authorities yet. In that case, only the default values (All and Undefined) are available.
