I've pretty much narrowed this down to a Naples Tornese, based on the Golden Fleece on the reverse, IIII D.G. on the obverse, and the little CA C or GA C notation on the obverse to the right of the portrait. This one is my best guess based on the size (4.23g, 19-20mm).

However, the portrait of Philip IV is much larger on my coin, so I'm wondering if it's just a variation; a clipped larger coin; or some other date range than what we have in Numista.
