The image on second picture looks like a South American coin - can not remember which one at the moment. I tried searching Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Mexico, Nicaragua, Panama, Paraguay, Puerto Rico, Uruguay, Venezuela, and others ...
I think whatever coin it was got pressed first - then the USA cent got pressed on the now-used blank, as the numbers 9 and 1 either side of the large portrait are the correct way round. So it is not as if the USA cent got pressed (leaving a brockage reverse image) later by another coin.
Also I entered 'building' in a search on here, from the first picture, but none of the many coins matched. As yours is a 2004D cent does the Denver mint make coins for other countries - if so then maybe looking through a list of them might help.
Though if it is a divided date (x91x), what would it be doing on a 2004 coin, as only from 1910 to 1919 would give a 9 one side of a portrait and a 1 on the other; unless it was a 90-year anniversay of 1914 perhaps. Apart from the 'building' (147 Results) and those countries, I also searched 1914 (281 Results) and 2004 (1009 Results) and nothing in any of them. It has got me stumped. I tried !
