German coin ? [solved]

Hi , this coin was found in some bric a brak i bought recently. The coin has a double headed eagle and what looks like leaves on other side it has a hole in the face to use as a medallion it also looks misstruck see pics. It's 11 gms and 27 mm in diameter and about 2 mm thick. I hope you are happy with the description and can help. Thanks very much Taffy.
Is it possible to include an image?
It looks more like a Russian coin.

Diameter is only 25mm on the Russian 1 Kopeck but the double headed eagle matches better (wing shape) and it has wreaths on the obverse.
