stamped on this coin is higher from the rim...why is this so ?

Maybe an off centre mis-strike ... can you post photos of both coins showing the entire coin, both sides?

Yes, they were made 27 years apart, the RAM would have gone through quite a few 5 cent dies in that time which would explain the differences in the reverse Echidna side of the coin.
