You have found a new variant, bravo, I would have liked to help you document it, but the original full size images are unfortunately cut so the coins are not round. You'll also find ridges on the right tail feathers and right leg of the eagle, when looking at it, so the macro images should also be adjusted.
The KM#59 is smaller and aluminum-bronze.
Judging by the pictures these are KM#67 in aluminum? I have 5 of these and ALL have stripes in the shield. Perhaps you have found a rare variant, who knows?
I don't think it's a variant but it all has to do with a weak strike, certainly not with wear. I've checked 95 coins, all have stripes although at first sight there was one without stripes. From the pictures below 3 of the coins are as good as uncirculated (which rules out it has something to do with wear), but I've found the stripes in different gradations, from fully striped till almost nothing:
Like I said, at first sight the last one (uncirulated so no wear) is without stripes, but after a closer look, especially when you turn the coin to have different light angles, you can see 2 or 3 stripes (see extra picture);

So in my opinion, not a variant, just a weak strike.
Can't it be a worn die? Dies wear during production and have to be replaced regularly. Particularly the high points on the die will wear off, so the low points on the coin will lose detail.
But a worn die would show signs of wear in the other features of the shield as well (and elsewhere). Perhaps a worn and retooled die, but the stripes were neglected??
