2007 L (RCM logo) non-magnetic is rather uncommon since it has low mintage and I've never seen it in circulation or in circulated condition. Probably, non-mag version was included in one of the 2007 sets though regular Uncirculated and Specimen sets both had a magnetic version.
BTW, there was also a proof version of 2007 L non-magnetic - it was a part of 2007 Silver Proof set (the one with the silver Thayendanegea dollar).
