bad comunication

I have confirmed swap with one Italian collector and I have sent letter to him almost 3 months ago.He told me that Italian post is closed because of Covid (!!!) , but it is not posible. he insisted to use not registered mail. And he not rated me, but i am sure that he received the letter
I still wait. What I can to do???
Poor communication sucks. But just to play devils advocate. I sent coins to Italy in March, and it took them 4 months to arrive. When I sent coins to Turkey, they sat in some warehouse in California for like 6 weeks.

​I would definitely agree with him to send unregistered if that is the only case. I have had problems with Germany sending registered, only unregistered. I sent in April coins to Spain, it took almost 3 months for them to receive. Also, I bought coins on eBay in April, he sent them in April, I received them at the beginning of September. Another case, I bought coins on eBay from India in March, he still did not send them to me because of Covid...:(

And the worst, I conformed a swap in February, the guy got my coins in February, I have not received his after 7+ months (within the US), recently left a bad review to him, and got a bad review back from him:)

​You can do nothing. It is not true that post offices were closed during the acute phase of the pandemy. I can understand your swap partner's decision to send a not registered mail because a registered letter <20g costs 7,10€. Next time ask firmly for tracked mail because you'll risk to lose coins: Italian poste employees take no care about not tracked letters especially when they are sent from Italy.
Another solution is to ask for semitracked mail: it's a purely Italian postal service. It's tracked (you'll receive a tracking number) but you'd be able to track it only when you receive it. Generally don't works, probably due to the absence of a corresponding product abroad (so abroad it's considered as a not registered), but you'll receive sooner than not registered letters and it's more safe because the employees here in Italy take more care.
