Does it seem a bit too bold to some, especially for its time? Many half naked kids ... bank of France ... 1926 :8D

Many nations celebrated the end of WW1 & thought the world was in for a long leisurely era of world peace. Mainland European culture (particularly France/Spain & Italy) looked back to Greece/Rome (the Classics which also had less modest taste on dress codes) & thus embraced the "twenties" as a time of liberation so no surprise to see half nudes on their banknotes. England, and it's colonies were still somewhat encumbered by the Victorian mentality of proper etiquette (thus images like those may have been regarded as degenerate or obscene).

You talk about Neoclassicism, but it was much earlier. This time it was Art Nouveau style.
However, usually, classical artists put naked people in their works all together. Here, some are dressed (in a 'real life' scene, not divine or abstract context). It seemed in bad taste (exaggerated), to observe the man, dressed, in front of two women, one with bare breasts and a child.
On the other side, a child pissing (at least, his hands are there)... it is not a fountain in Rome, 'pure art' to look at, but a banknote for purchases.
