Got the impression of being a russian kopeck from the late tsarist period.

Giving Imperial Russia, non-precious and 28 mm on advanced search got 2 compatible results:
https://en.numista.com/catalogue/pieces2388.html and https://en.numista.com/catalogue/pieces90224.html, with only one major difference between them.
