W 1878 r. rząd hiszpański próbował zakończyć walkę z kubańskimi siłami niepodległościowymi, oferując Kubańczykom układ z pewnymi korzyściami; Antonio Maceo zdał sobie sprawę, że Hiszpanie nie pokonają powstańców, więc spróbował posunięcia politycznego. On 1878 Spanish Government tried to end the fight against the Cuban Independence forces, offering a treat with certain benefits to Cubans; Antonio Maceo realized Spanish considered would not defeat the insurrects, so tried a political move.
